What's behind the delay in the state budget? We all know the state budget is overdue, but why that's the case is tougher to get a handle on. Todd Berry with the Wisconsin Taxpayers Alliance says there are a couple of obvious reasons. "Obviously, when you put very major policy chamges in a state budget, there's a liklihood of it being sidetracked," says Berry. The big policy item in this budget battle was the Democrats' Healthy Wisconsin plan, which now appears to be out of the deliberations. The other issue, says Berry, is partisanship: "as long as Wisconsin has a full time legislature, and it is highly partisan, we're going to have this problem." Berry notes that Wisconsin is one of eleven states where the legislature is considered to be full time, and those states often experience budget delays.
