A Wisconsin Congressman is a critic of a proposal to decrease greenhouse gasses. It's called "cap and trade," and Menononee Falls Republican Jim Sensenrenner is an opponent. The problem, says Sensenbrenner, is that Wisconsin will have a hard time competing with states which don't generate as much of their electricity from greenhouse gas-causing coal. Sensenbrenner, in Madison Monday for a global warming conference, said as the cap on greenhouse gasses decreases, electricity bills will increase. He said technological innovation is the best way to combat global warming.
