Congressman Steve Kagen wants President Bush to stop buying oil for the country's strategic reserves. The Appleton Democrat and 31 other members of Congress sent a letter to the president. Kagen says gas prices could fall by 25 cents a gallon if President Bush would order the strategic petroleum reserve to stop buying crude oil. Kagen is NOT asking the President to take crude oil from the strategic reserves. That has happened twice before — during the first Gulf War, and in the wake of Hurricanes Katrina and Rita.
