Bill encourages parent involvement at school

A bill being introduced in the state legislature aims to increase parent involvement in their kid's education.

State Representative Spencer Black (D-Madison) says parental involvement in schools is significant in a student's academic success. His proposal would make it a little easier for some folks.

"This bill would allow parents to get time off of work — time that they've earned — to attend their children's educational activities if they aren't able to do it outside of work time."

Black says his measure does not require employers to provide employees with additional paid leave. Instead, the Madison Democrat says the bill allows the worker to substitute up to 16 hours per year of vacation, sick leave, or other unpaid leave when it's necessary to attend school events that cannot be scheduled in non-work hours.

"We require the employee to make a reasonable effort to schedule it so it does not disrupt the employer's operations and also to have to give advance notice to the employer and they also have to try to schedule it during non-work time."

Black says this would be an extension of the existing Family and Medical Leave law, protecting parents from fear of losing their jobs.

This is not the first time Black has introduced this measure, but he's more confident it will move forward this time around, considering the Democrats are now in the majority of the Legislature.

NOTE: Minnesota and Illinois have similar laws already on the books.

Lake Delton restoration on time

The Department of Natural Resources expects Lake Delton to be fully restored by Memorial Day. Officials with the DNR say efforts to refill the lake are on schedule, and they expect water levels to be back to normal in the coming months.

Water has slowly been returning to the lake since December , after work to reconstruct the portion of Highway A washed out by flooding last summer was completed. The highway was destroyed when Lake Delton breached its banks , draining the lake.

The lake is only partially refilled at this point, but additional work will be done this spring that will allow the water to completely return.

After the water is restored, the DNR and local groups plan to restock the lake with fish.

New campaign for smoking ban

Holding Our Breath press conference Smoke free supporters are ratcheting up their campaign in support of a statewide workplace smoking ban in Wisconsin. Jari Johnston-Allen is the C-E-O of the American Cancer Society's Midwest Division. She says the new campaign will work to connect Wisconsin residents with their lawmakers, through personal visits, town hall meetings and an interactive website .

"On the website, we will be counting every second Wisconsin waits to go smoke free," says Johnston-Allen. The website will also allow Discontinuities to post videos explaining why the ban is important to them. State Senate President Fred Risser, a major backer of the statewide ban, says his colleagues need to hear from their constituents. "Many of then are concerned, about how their constituents actually feel about this matter," says Risser. "Some are fearful about alienating the tavern league, which has taken a position against smoke free taverns."

With a statewide ban included as part of Governor Jim Doyle's proposed budget, Risser says the issue will be discussed in this legislative session. Johnston-Allen says the Cancer Society believes the campaign "Holding Our Breath for Smoke-Free Air," will prove to be a good investment in helping to make a statewide ban a reality.
