Day of Action for Domestic Partner Benefits

WCDPB.jpg Advocates for domestic partner benefits hope to gain the support of UW students. Once again this year, Governor Jim Doyle includes domestic partner benefits in his proposed budget.

Leia Ferrari of New Berlin is a UW student and member of the Coalition for Domestic Partner Benefits . “Faculty members who have left in the past have documented the lack of domestic partner benefits as one of their reasons for leaving” said Ferrari. “Faculty members don't feel as if they're being valued equally. It's an issue of fairness and equality.”

Ferrari and others were on a chilly Library Mall Wednesday, attempting to drum up support and urging students and community members to contact state lawmakers in hopes that this time, domestic partner benefits will survive the budgeting process. “We're trying to get student support because we feel that's a resource that's been untapped in the past that could make a difference this budget cycle,” said Ferrari.

UW Madison remains the only Big Ten university to not offer domestic partner benefits, something advocates say makes it difficult to attract and retain top faculty.

STOP foreclosures

file photo Assembly Speaker Mike Sheridan (D-Janesville) has formed the Speakers Task Force on Preventing Home Foreclosures (STOP).

"Since the beginning of the year, 5,700 Wisconsin families have the seen their homes go into foreclosure that's 70 foreclosures a day," says Sheridan.

The Janesville Democrat says the panel is made up of community advocates, bankers, as well as legal and real estate consultants. The goals are to identify solutions to the foreclosure crisis and make legislative recommendations.

Assembly Majority Leader Thomas Nelson (D-Kaukana) says foreclosures mean more than dollars and cents. He calls is not just an economic issue but a family values issue.

Bob Jones, Public Policy Director for the Wisconsin Community Action Program Association, says homeowners are not the only ones in danger but renters may be out on the street as their landlords property is foreclosed upon.

State Representative Leon Young (D-Milwaukee) will chair the bi-partisan task force which is planning public hearings in Western Wisconsin, Milwaukee and the Fox Valley, areas that among the hardest hit by foreclosures.

White flight?

Madison Schools Superintendent Dan Nerad is taking action after a nearly 50 percent increase this year in the number of students seeking to transfer out of the school district under the state's open enrollment law.

Nerad says one reason for the jump could be the elimination of a school board policy that in the past had denied many of the requests based on race. The school board was seeking to limit racial inequalities in many schools. The policy was dropped in time for the 2008 open enrollment period, but it's elimination was more widely known about this year, according to Nerad.

MMSD received 643 requests this year from students seeking to transfer out, compared to 435 the year before.

Nerad suspects that most of the requests are from families with means. He says many families can not take advantage of the law since it requires families to provide their own transportation to their out-of-district school.

He plans to ask state lawmakers to allow the school board to block the transfers in the future based on family income level. He says it's important not to limit huge tips in the socio-economic balance in the city's schools.

Nerad says he's surveying families to determine why students are leaving the district. He says he'll use the results to create programs to retain and attract students.

About a third of the students who are leaving MMSD plan to attend the Verona schools, with Monona Grove, Middleton, and McFarland all reporting increases in transfers from Madison
