A proposal to entice the casual angler

Representative Joan Ballweg wants to allow would-be fishing enthusiasts to buy a one-day license. The Republican from Markesan says some business owners watch potential customers decide not to buy tackle and bait because of they only want to fish for one day but a multi-day license is required.

Ballweg says those are the very folks she is trying to cater to with the one-day fishing license. She says anglers who normally buy an annual license will continue to do so, but under this proposal (AB-577) their visiting friends can tag along and get their feet wet.

The DNR says they would lose money as buyers of four-day licenses would opt for the cheaper one-day license, but Paul Heinen, a legislative liaison for the DNR, says the agency won’t stand in the way of hooking new anglers, if that’s what the lawmakers decide.

The DNR issues various fishing licenses including resident, nonresident, annual, 15-day, four-day, youth, and senior citizens. Ballweg says a one-day license would help recreational tourism in Wisconsin.

NOTE: The bill would create a one-day fishing license for both residents and non-residents. Also, if a person who holds a one-day fishing license decides to purchase an annual license during the same year for which the one-day license is valid, he may apply the cost of the one-day license to the yearly one. The Assembly Committee on Fish and Wildlife held a public hearing on this measure Tuesday.

A new poll says most people will not. Eighty percent of Wisconsinites are not prepared to respond to emergencies like floods or power outages, according to a poll done for state officials by UW-Madison. State EOC activated

With another round of winter storms expected to hit the state, Wisconsin Emergency Management has activated the State Emergency Operations Center. Officials says the EOC is currently monitoring the weather situation as it unfolds.

The National Weather Service says southeastern portions of Wisconsin remain under a Winter Weather Warning until 6am Friday morning. A Winter Weather Advisory is also in effect for the East Central and South West regions of the state. Counties in the Lake Superior snow belt are under a Lake Effect Snow Warning.

NWS meteorologist Rusty Kapella says southeastern Wisconsin counties can expect between eight and 10 inches of snow before the storm ends tonight. Counties further north could get up to eight inches of snow, with the farthest north portions of the state expected to receive between five and six inches. The Lake Superior Snow Belt could receive up to 10 inches of snow.

The EOC is also posting storm information online through facebook and the Wisconsin Emergency Management Twitter site.

Governor pushes clean energy changes

010710doyleLegislation introduced at the state Capitol this week would set new clean energy standards for Wisconsin over the next several decades.

The Clean Energy Jobs Act is based on recommendations made by the Governor’s Task Force on Global Warming. It proposes the state set a goal of getting 25-percent of all energy and fuel from renewable sources, such as ethanol and wind turbines, by the year 2025. Long term, the measure also calls for the state to reduce greenhouse gas emissions to 75-percent below 2005 levels by the year 2050. [Read more...]

Money back for energy efficiency

A new program is giving an energy boost to appliance retailers. As of January first, Wisconsinites have a chance for a rebate when buying new energy efficient appliances according to Wisconsin’s Focus on Energy. Project Manager Don Smith says of the retailers they’ve spoken to “there are a lot of customers” asking about the program.

The rebates range from $25 for a dishwasher to $200 for a furnace. More ambitious types can spring for a solar hot water heater and receive $2,000 from the government. Appliances that have some type of coolant element such as refrigerators, freezers and air conditioners will also need a proof of recycling to qualify.

The funding for the federal stimulus program should last about 6 to 12 months, according to Smith. When the rebate money begins to dry up the group will begin notifying the public about an end date.
