Beloit police have arrested the mother of a toddler reportedly abused by a 10 year-old babysitter. Captain Bill Tyler says Stephanie Schober, who turned 21 Friday, should have been able to tell that her child was injured over a period of time. “The parent should have reasonably been able to assess that the child was injured, or continued to be injured, over a period of time,” Tyler says. “In consultation with the D-A’s office we felt that child abuse, at least, was appropriate. That could be amended when all the reports are in.” [Read more...]

State deficit grows another $462 million
Wisconsin’s next governor will have to continue keeping state government afloat – with a lot less money. The Legislative Fiscal Bureau reports state government will be $2.5 billion dollars short of what it needs to meet current spending commitments in the next state budget, which begins next July. A year ago, the next deficit was projected to be around $2 billions, meaning it has grown by $462 million. That’s because revenue from new taxes-and-fees in the current budget won’t grow as quickly as first expected, and because state lawmakers approved additional spending just before they ended their legislative session in March.
To cut the deficit, the next governor and Legislature would have to make deep spending cuts – raise taxes-and-fees – or do both, as Governor Jim Doyle and his Democratic majority did last year. All three candidates for governor have promised to make state government leaner if they’re elected.
Criminal complaint details toddler’s injuries
A ten year-old babysitter accused of abusing a toddler appeared in Rock County Court on Friday, and details on the injuries sustained by the infant were made public. The ten year-old remains in custody in the non-secure section of the Rock County Juvenile Detention Center. According to the criminal complaint, the Beloit girl is accused of giving the toddler an abusive head injury caused by shaking or slamming. A doctor says the injuries to the toddler, which include bruises nearly covering her body, are similar to those caused when a child is hit by a car. When interviewed by police, the ten year-old said she grabbed the toddler by the hair and pulled her out of her crib. She also told police she hit the toddler with toys, a bat and a belt. The criminal complaint states the babysitter also picked up the toddler and threw her into a bathtub. A judge has ordered a competency hearing for the girl.
State accepts portion of ammo plant land
The state has acquired more than 1,800 acres of land once occupied by the Badger Army Ammunition Plant. The land, which was cleaned by the U.S. Army and donated by the National Parks Service at no cost to the state, will be available for public use, according to the office of Governor Jim Doyle.
Another 1,500 acres will be donated to the state in the coming years when the Army completes further clean up efforts. In total, Wisconsin will receive more than 3,300 acres of new public land to create the Sauk Prairie Recreation Area, connecting Devil’s Lake State Park to the Wisconsin River.
