			<content:encoded><![CDATA[<p>A statewide Amber Alert was issued overnight for a two-year-old Racine girl and a man believed to be her father. Racine Police said Iryana Vaughn’s mother was murdered – and officers will talk to 25-year-old Iryin Vaughn about the slaying.</p>
<p>Police said it appears that the man and the homicide victim lived together, and the girl is apparently their daughter. </p>
<p>Officers say Vaughn fled with the girl to his home area of Chicago, where the two were picked up. The alert was cancelled around daybreak.</p>

<p>Tanya Atkinson of Wisconsin&#8217;s <a href="http://www.plannedparenthood.org/Wisconsin/">Planned Parenthood</a> was encouraged by all the people who rallied in their support. &#8220;There has been both in Wisconsin and nationally, an incredible outpouring of support for Planned Parenthood,&#8221; she says. &#8220;It&#8217;s been quite overwhelming.&#8221; Although Wisconsin Planned Parenthoods weren&#8217;t impacted financially by the Komen decision, Atkinson expresses concern about what she says is a troubling precedent of putting politics before women&#8217;s health.</p>

			<content:encoded><![CDATA[<p>A small school district in western Wisconsin may become the first in the state to switch to a four-day school week. The Department of Public Instruction has given the Blair-Taylor district the okay to explore a four-day week for the next school year, which starts this fall. Superintendent Dennis Dervetski says administrators came up with the plan, with input from staff members and teachers &#8212; who are still under a union contract.</p>

<p>The purpose is not necessarily to save money: Dervetski says the idea is to use school facilities and tax dollars more efficiently, while giving staff members more time to prepare for their classes. It would not involve year-round school. Dervetski says it&#8217;s possible the state would grant a waiver from the normal 180-days of classes &#8212; although the district would still need to hold the state&#8217;s minimum numbers of classroom hours. The Blair-Taylor School Board has yet to vote on the change, but Dervetski says five members have told him they support it.</p>
<p>Dervetski says a four-day school week has been adopted by other districts in Minnesota, the Dakotas, Idaho, and Oregon with great success. The next step is for the board to hold public hearings. Then, the superintendent said the board would act on it. And if it passes, the DPI would review the details and then make a final decision. The Blair-Taylor School District has just over 700 students.</p>

			<content:encoded><![CDATA[<p>A Berlin man made his initial appearance in Waushara County Circuit Court Thursday afternoon, facing charges that include OWI homicide, and hit and run homicide. Max J. Winkel, 19, is free on a $15,000 signature bond following his initial appearance in Wautoma.</p>
<p>Winkel faces nine counts related to the death of 17-year-old Devlin Klein of Poy Sippi, including the OWI homicide, hit and run resulting in death, as well as causing injury by intoxicated use of a vehicle.</p>
<p>The complaint alleges Winkel was the intoxicated driver of a pick-up that rear ended another car in the early morning hours of September 4th north of Berlin near the intersection of State Highway 21 and County Highway &#8220;XX.&#8221;</p>
<p>Klein was killed in that collision and two others injured. After allegedly fleeing that accident scene, Winkel&#8217;s pick-up ended up in a ditch three miles away, where he and another passenger were hurt. The complaint alleges his blood alcohol concentration was .197 percent.</p>
<p>Winkel faces over 80 years in prison if convicted. He is due back in court for a statue conference on February 29th.</p>

<p>Kids give three cheers for Wisconsin&#8217;s great outdoors. State Senator Chris Larson led kids in the Senate Parlor in a round of cheers for outdoor activities. They are spending far more time in front of computer screens and TV screens, than playing outdoors and interacting with nature,&#8221; says Taylor. &#8220;This bill is the &#8216;pinky swear&#8217; for the next generation, of making sure that we preserve the environment,&#8221; says Larson.</p>

<p>&#8220;Kids need parents and our government to be committed to helping us be outside,&#8221; says Bailey Sargent, an eleven year-old who attends Madison&#8217;s Blackhawk Middle School and who enjoys hunting, fishing and camping. The bill, which has bipartisan support and is modeled on similar laws in other states, spells out a number of outdoors-related rights for Wisconsin kids.</p>

			<content:encoded><![CDATA[<p>Holiday parties mean having family and friends over and in some cases small children. Nicole Vesely, Madison-area coordinator for the Safe Kids Coalition, has tips on child-proofing for those who don’t have kids.</p>
<p>She says look around the home to see if there is anything a small child could put in their mouth. She also says look at their eye level to see if there are potential dangers such as electrical outlets.</p>
<p>Vesely has a reminder that just because a toy is sold in the U.S. does not mean it is safe. She says an estimated 217,000 children go to the emergency room each year for toy-related injuries. Some toys pose a danger because of choking hazards; they are too loud for developing ears or are laced with toxic chemicals.</p>
<p>Vesely says if you know a parent whose child is playing with a dangerous toy explain to the adult about the potential harm and encourage them to visit <a href="http://toysafety.mobi/" target="_blank">toysafety.mobi</a>.</p>

			<content:encoded><![CDATA[<p>There&#8217;s such a critical shortage of foster care homes in Kenosha County right now that officials are willing to fight for attention against all that&#8217;s going on with the holidays. County Executive Jim Kreuser said the list of available foster care providers is down dramatically at this point, while noting the vast majority will handle kids ages six and under.</p>
<p>&#8220;A year ago we had 49 homes available. Today we have 29,&#8221; said Kreuser, adding some providers go onto adopt children. Kreuser said their goal is to get 20 to 25 more people to apply.</p>
<p>David Houghton, Director of Community Impact Programs, said the need for additional foster homes got magnified with the placement of 33 children in just the last six weeks.</p>

<p>Diane Leefers, President of the Kenosha County Foster Care Association, said they try to provide a broad network of support.</p>

Investigators say 14-year-old Austin Gable was at the wheel. He and a 13-year-old McKenna Johnson died at the scene. A 15-year-old, Marco Perz, died later at a hospital. A 13-year-old boy, Ulises Ponce, and 16-year-old Felicia Bertrang, whose parents own the car, were both injured. All five were students at Eleva-Strum schools. Alcohol was not believed to be involved, but investigators are looking into other possible contributing factors.</p>

			<content:encoded><![CDATA[<p>A Racine County woman goes to jail after her toddler is discovered outside their residence in a T-shirt and diaper. Police in the Village of Caledonia say the 22-year-old woman called them roughly four hours after the two-year-old boy was located in 38-degree weather outside their apartment complex.</p>
<p>Reports indicate the woman last saw her son about 5:00am, but woke up to find him gone about noon. The toddler was outside maybe 30 minutes. The woman was jailed for possible child neglect, as well as possession of drugs and drug paraphernalia.</p>
<p>The Racine County Human Services Department has custody of the boy until the DA&#8217;s office determines what happens next.</p>

So yes, I was astonished like everybody else.&#8221;</p>

<p>President Barack Obama this week <a href="http://www.washingtonpost.com/politics/obama-defends-administrations-refusal-to-relax-plan-b-restrictions/2011/12/08/gIQAJSZbfO_story.html?hpid=z3">supported the decision</a> of Health and Human Services Secretary Kathleen Sebelius, to not make the emergency contraceptive available off the shelf without a prescription to people of all ages. &#8220;As I understand it, the reason Kathleen made this decision was she could not be confident that a 10-year-old or an 11-year-old, going to a drug store, should be able to, alongside bubble gum or batteries. I think most parents would probably feel the same way.&#8221;</p>
<p>&#8220;The president&#8217;s argument, and Secretary Sibelius&#8217; argument, does not hold any water,&#8221; says Newman. &#8220;I would not trivialize it by talking about bubble gum and batteries.&#8221; <a href="http://www.hhs.gov/news/press/2011pres/12/20111207a.html">Sebelius&#8217; decision</a> overruled a recommendation from the Food and Drug Administration to make Plan B available to anyone without a prescription. Newman argues emergency contraception for women who&#8217;ve had unprotected sex ought to be &#8220;as easy and quick as possible.&#8221;</p>
