Black wants state energy plan

A call for better energy planning for Wisconsin's future. Wisconsin needs to look at the "big picture" when it comes to future energy needs, according to state Representative Spencer Black . "My legislation would say that before we build any new power lines, or any new power plants, we look at the entire energy needs of the whole state, from the interests of the average citizen, not the bottom line of the corporations."

The Madison Democrat says a decade ago the state had a comprehensive plan in place. At that time, Black says, Wisconsin's energy costs were the Midwest't lowest, now they're the highest. Black plans to introduce a bill in the January legislative session requiring the state to adopt a comprehensive energy plan.
