Debate grew heated on the state Senate floor Wednesday, as Senators debated so-called "revolving door" legislation which would require lawmakers wait 12 months after leaving office, before working as Capitol lobbyists. Minority leader Scott Fitzgerald pointed out that former lawmaker and current Democratic state party chair Joe Wineke is working as a lobbyist on behalf of AT&T, something Fitzgerald called "a disgrace." Fitzgerald attempted to amend the bill, to include state party chairs, but Senate President Fred Risser ruled Fitzgerald's amendment not germane. Senator Jon Erpenbach noted Wineke hasn't been a lawmaker for nine years. The Senate ended up passing the bill , authored by Democrat Julie Lassa, by a 30-to-3 vote. The legislation now moves to the Assembly, where Madison Democrat Spencer Black is the author.
