A state Senate committee holds a public hearing today, on reigning in the " Frankenstein veto ." Wisconsin governors have the most sweeping veto power in the nation, enabling them to drastically rewrite the state budget bill. Jay Heck with Common Cause says it's "an abuse of power." Final Senate passage of a constitutional amendment, curtailing the governor's partial veto power, could occur this fall, which would put the amendment before voters in November 2008. Heck expects enough Senate Democrats to vote for that to happen. Today's public hearing is the first step to passage by the full Senate.
