Decentralization was a theme from the only Wisconsinite at the White House health care summit. Janesville House Republican Paul Ryan emphasized the need for lawmakers not to enact policies that will stifle competition among insurance companies.
The idea of associations, business or otherwise, offering coverage came up with Representative Robert Andrews (D-New Jersey) concerned about members being shortchanged.

The top Republican on the House Budget Committee says if Washington sets standards it becomes more expensive for insurers to stay in the market and will lead to fewer choices for consumers.
