The Kenosha Unified School District Board is urging state legislators to change the way the state funds schools. The school board has sent a letter to Governor Jim Doyle and the district's legislators. The letter says that the state's school funding formula is unsustainable and out of date, and the cost to school districts to implement state and federal mandates exceeds revenues. Bill Johnston, Kenosha Unified's Director of Finance, says currently, revenue limits for districts with static or declining enrollments grow only about three percent a year, despite the state's commitment to fund two-thirds of school costs. Johnston says a resolution on school funding reform is being sent to other school districts to get them on board, although the resolution does not contain any suggestions for changes in the school funding formula.
