A federal court has upheld a Michigan law, which restricts the discharge of ballast water by ocean going vessels in the Great Lakes. State Senator Rob Cowles is author of similar legislation here in Wisconsin. Ballast water is blamed for numerous invasive species which have played havoc with the lakes' environment and economy. States like Wisconsin, Minnesota and Michigan have spent millions of dollars combating the damage from invasives. Meanwhile, federal legislation has failed to advance.
