JacobsDunkincropThe Beloit City Council has unanimously approved retirement settlements with former Chief Norm Jacobs and former Deputy Chief Tom Dunkin. The decision comes about three weeks before the city’s police and fire commission was to begin its disciplinary hearing.

The agreement calls for payments of more than $108,000 to Jacobs and more than $96,000 to Dunkin.

City Manager Lori Curtis Luther said Monday night’s council decision closes the chapter on a very difficult time for the city of Beloit. She said the settlement agreements bring a final resolution mitigating the time, resources and costs necessary to pursue the charges before the police and fire commission and any future litigation. The settlements follow an eight-month inquiry and independent investigation, in which both men were charged with incompetence and gross misconduct in office.
