A drivers' certificate for illegal aliens? That concept came up in state budget deliberations Thursday, proposed by state Rep. Pedro Colon . "There's a large population . . . that doesn't have the status, frankly, but that will drive," said Colon, a Milwaukee Democrat. "And that's the reality. People will drive." Colon said the federal Real ID Act includes a provision for driving certificates. Rep. Jeff Stone, a Greendale Republican, opposed the idea: "if we have laws in place, and they don't work for some people, do we just change the laws?" Colon's proposal failed on an 8-to-8 partisan split. An identical vote left in place Governor Jim Doyle's proposed ten dollar increase in the fee for a driver's license, in order to fund Real ID .
