Bags in tree A ban on plastic grocery bags is being considered in Madison, and now there's an effort to pass a Wisconsin “bag law.” The call for a statewide ban on disposable  plastic grocery bags comes from state Rep. Mark Pocan . The  Madison  Democrat  says  only about  five percent of the  plastic bags  are  currently recycled, the rest end up stuck in trees, at the bottom of a lake, or in a landfill.
