The chair of a special legislative committee believes some school funding formula changes will be included in the upcoming state budget. State Sen. Luther Olsen (R-Berlin) chaired the Special Committee on Review of State School Aid Formula. They wrapped up their work last week in time for Gov. Doyle to consider them for his budget proposal. Olson concedes it will be difficult to convince his Republican colleagues of one key recommendation, which would allow school boards to exceed the revenue caps by one percent annually, if they can muster a two-thirds vote. The recommendations are being sent to the Legislative Council to be drafted into bill form. The final product still needs to be approved by the special committee.
