Governor Walker is softening his stance on proposed funding cuts to local recycling programs, but a local lawmaker says he needs to do more.

 The governor’s proposed two-year budget would cut all state funding for the programs, and eliminate a requirement that local governments run them.  Now, he says the funding can stay, if lawmakers find a new source for the money.

Sen. Mike Ellis of Neenah says he’ll fight to keep the current system in place.  Ellis says he’s already written a budget amendment which would do that.

Governor Walker wants to use the money that’s currently earmarked for recycling programs, to spur economic development.
