Debate got a little trashy Thursday, on the Joint Finance Committee. The budget writing panel debated Governor Doyle's proposal to increase the tipping fees for out of state garbage entering Wisconsin landfills, from three dollars to a six dollars. A good idea, according to Democrat, Representative Mark Pocan. But Republican, Representative Scott Suder, said many other factors drive out of state garbage into Wisconsin. And Republican Representative Steve Kestel said he felt downright dirty, after learning where some recycling fees have ended up. Efforts to amend the fee increase failed, and the eight to eight party deadlock on JFC means that, for now anyway, the governor's proposed fee increase remains in the budget.
