Congressional ratification is the next step for the Great Lakes Compact. Michigan Governor Jennifer Granholm has signed off on the compact, and Melissa Malott with Clean Wisconsin expects Congress will approve the historic agreement between eight states and two Canadian provinces to not divert water outside of the Great Lakes region. Malott notes Congress asked the states in the region to develop the management plan contained in the compact, and now that the states and provinces have done the heavy lifting, she expects little opposition from other parts of the country — even those that might covet all that water. Wisconsin congressman Jim Sensenbrenner the rankling member on the House committee that will need to consider the agreement first.
