The Republican candidate for governor unveils a new plan to help boost Wisconsin's rural economy. Congressman Mark Green (R-WI) proposed a large package of ideas on Monday, aimed at improving agriculture in Wisconsin and the rural economy. The proposal includes expanding farm-based research, stopping barriers to growth, and giving farm families access to Health Care Savings Accounts. Green also wants to split the Department of Natural Resources into two separate agencies and pass legislation limiting the power of the Attorney General to file nuisance lawsuits against farmers.

Green faces Democratic incumbent Governor Jim Doyle in next month's election.
