A Business Improvement District in downtown Janesville is no longer on the horizon. Acting City Manager Jay Winzenz says the city council will hear a presentation about the project, but if the formal results match preliminary numbers, they can't vote on it. BID task force chair Chad Karl says he hopes to find out why property owners representing more than 40 percent of the value in the district signed petitions against it. "I think we're kind of busy, just trying to pick our jaws up off the ground," says Karl of the reaction from BID backers.

"I don't know that a particular position has been taken on the dsitrict," Winzenz says. "But downtown is priority, and efforst to support that should be encouraged." The proposal asked non-residential property owners within the district to pay $2.80 for every $1,000 in value, with a minimum of $275 and maximum of $3500.
