When a Manitowoc police officer pulled over a vehicle just before midnight on Wednesday, he discovered a 13-year-old girl behind the wheel, with five other juveniles in the car with her. The officer then noticed that the girl, who was stopped because she did not have the car’s headlights on, was impaired.

Manitowoc Police Captain Larry Zimney says the girl was placed under arrest for operating while intoxicated. She has been released to her mother, and now faces charges of operating while impaired, with passengers under the age of 16-year-old in the vehicle. The girl had reportedly taken her mother’s vehicle without permission.

Police also discovered that several of her young passengers were being sought by authorities, including one with a physical custody order in Sheboygan County and another with an active apprehension request from the Department of Human Services. A third passenger had been reported as a runaway earlier in the evening, and was returned to their parents.
