Under current state law, legislative districts are redrawn every ten years based on population data. A proposal from State Representative Fred Kessler recognizes the political nature of that process. The constitutional amendment would help to determine a method of exact fairness for drawing those districts.

Kessler says his proposal would look at how votes were cast in the last five presidential elections and then draw up new districts based on that information. The districts would still be separated based on population.

Kessler says the current system too often results in a judge determining how legislative districts are drawn.
