A state lawmaker says raids on the state's transportation fund need to be stopped.

Money that goes into the fund is supposed to be used to improve roads and other parts of Wisconsin's infrastructure. State Representative Mark Gottlieb (R-Port Washington) says that's not always happening. He says money is constantly being diverted away from the fund to help balance state budgets.

Gottlieb is proposing a constitutional amendment that requires the money to be used for its intended purpose. He says money collected for the transportation fund, from vehicle registration fees and gas taxes, is seen by many people as a "user fee" designed to support Wisconsin's infrastructure.

The proposal would have to pass two consecutive sessions of the Legislature.
