There will be no free shots, at grocery stores in Wisconsin, but the origin of the "Jack Daniels" budget amendment remains a mystery. Assembly Speaker Mike Huebsch says allowing grocers to dispense sample shots of booze did not belong in the state's two year spending plan. "If it is good policy, it should go through the regular process," Huebsch said after this morning's budget signing ceremony at UW Madison.

Governor Jim Doyle agreed: he vetoed the controversial provision, which he called "patently ubsurd." Still no explanation as to how the sampling language made it into the budget bill. Huebsch and Doyle both say it originated in the special session version of the budget, but neither knew which lawmaker was responsible for inserting it into the bill.
