When Congress returns next session, U.S. Senator Herb Kohl (D-WI) believes a second measure aimed at sparking economic growth will be at the top of the agenda. Kohl believes the plan will be passed within the first couple of weeks of the new session.

Although he's not certain how large it will be, the Wisconsin Democrat estimates it could as much as $500 billion. Kohl thinks much of that money needs to be focused on infrastructure improvements across the country. He says those are vital to creating jobs and helping the economy grow.

Kohl does not expect the plan to include another round of stimulus payments to taxpayers. He says it's the wrong way to go to help the economy, after many consumers held on to the last payments and kept them from helping the economy grow.
