The state Senate votes today, to restrict the "Frankenstein" veto power of Wisconsin governors. Mike McCabe of the Wisconsin Democracy Campaign expects the constitutional amendment to pass, which would put the measure on the statewide ballot next Spring. Voter approval is likely, but McCabe says voters need to realize that the amendment "will wound Frankenstein, but it won't kill him." McCabe wishes lawmakers had gone further, and limited Wisconsin governors to a true line item veto, but that this amendment represents a start to reigning in that authority.
