Deputy Manitowoc Police Chief Tony Dick was appointed interim acting chief during a meeting late Wednesday of the city's police and fire commission. The action came as the result of charges pending against Chief Perry Kingsbury and two other officers. Kingsbury, Detective Sgt. Brian Swetlik and Lt. Karl Puestow were suspended following a recommendation by Mayor Kevin Crawford and the city council. After Wednesday's meeting, Dick said he was "humbled" by his appointment. Formal charges against the three officers have not been filed. The matter is the result of a year long investigation by a Madison law firm, authorized after complaints by the police union that the department's upper management was totally inaccessible.
