Small employers may seek subsidies to help cope with health care costs. That's according to Wayne Corey, executive director of Wisconsin Independent Businesses.

Corey says a payroll tax included in the Senate's universal health care plan would hurt new companies the most. He says old surveys show that the first five years of a businesses existence, only about one percent provide insurance for their employees. That climbs to only about seven percent over just the first ten years.

Corey says most new businesses just starting out probably couldn't be exempted from the tax. However, he says subsidies could help many of them more easily deal with the extra expense.
