With Madison's State Street Halloween only a week away, many downtown business owners have their fingers crossed. Mary Carbine, Executive Director of Madison's business improvement district, thinks everything's been that could be done to keep the annual celebration from erupting into another riot. But, she says there's no guarantees it will go as planned.
Police are hoping to avoid the riots that have plagued recent Halloween parties by closing off State Street, charging five dollar admission fee, and other strategies. Carbine says she doesn't have a crystal ball, but hopes all the planning for the year's party will pay off next weekend.
