Kagen/Gard rematch

John Gard has another shot at Congress. The Republican has announcement he'll seek to unseat freshman Democrat Steve Kagen from Wisconsin's Eighth Congressional District. Incumbents generally do well, but UW Green Bay political scientist Terri Johnson says Kagen's status as a rookie congressman diminishes that edge: "first term congress people are the weakest incumbents," says Johnson.

Gard and Kagen campaigned against one another two years ago. The seat was previously held by Republican Mark Green, who left to stage an unsuccessful campaign for governor.
